PLATFORM COMMITTEE INFORMATION

Every four years, beginning in the spring after a non-presidential election cycle, the California Republican Party crafts the statewide platform that outlines the Party’s guiding principles.

/ Platform Committee

The first step is to determine the Platform Committee that will draft the language for the new platform. Section 2.06.02 (E) of the CRP Bylaws outlines the list of Delegates that make up the Platform Committee. The list is as follows:

  1. The CRP Chairman
  2. The CRP Vice Chairman, Secretary and Treasurer
  3. The current Republican Leaders duly elected by the Republican Caucuses of the State Assembly and State Senate, the caucus chairmen, and whips of the State Assembly and State Senate.
  4. The Speaker of the State Assembly and the President Pro Tem of the State Senate, if these offices are held by Republicans.
  5. The current Republican elected state constitutional officers.
  6. The current Republican United States Senators from California.
  7. The current California Republican Congressional Delegation Chairman or his or her designee.
  8. The current Republican National Committeeman and National Committeewoman from California.
  9. The Chairman or President of the County Central Committee Chairmen’s Association, or his designee.
  10. The current nominee or elected officeholder for each State Assembly and State Senate district.
  11. One member (not representing mandated platform committee members under subsection 2.06.02(E), subdivisions (1) through (10)) from each State Assembly district elected by the members of the Assembly District by May 11th of the year prior to the year in which a presidential election will be held. Ties shall be broken by decision of the Chairman of the Committee.
  12. The elected Associate Representative.

Item number 11 as stated above is determined by an election where each Delegate will receive a ballot for their Assembly District to include the names of all Delegates who are registered to vote in their Assembly District. Each of these Delegates is eligible to be elected onto the Platform Committee. Names not included on the ballot are those outlined in items 1 – 10 as stated above and Delegates who requested to not have their name listed on the ballot. 

Ballots for the Platform Committee election must be postmarked/returned to the CRP by Friday, April 28, 2023. All ballots will be counted on Monday, May 8, 2023 at the CRP Offices in Sacramento. Ballot counting will be conducted by CRP staff and any Delegates that wish to observe ballot counting are welcome to do so.

Once the ballots are counted and a Platform Committee is determined, an election will take place to determine the Platform Drafting Committee.

/ Platform Drafting Committee

The Platform Committee shall elect a drafting committee composed of the following:

  • One member for each four members of the Platform Committee described in subsection 2.06.02(E), subdivisions (1) through (9) inclusive (as listed above)
  • One member for each four members of the Platform Committee described in subsection 2.06.02 (E), subdivision (10) (as listed above)
  • One member for each four members of the Platform Committee described in subsection 2.06.02(E), subdivision (11) (as listed above)

 

Ballots for the Platform Drafting Committee will be mailed to the Platform Committee upon completion of Platform Committee election. The drafting committee shall meet and draft a platform which shall be presented to the full Platform Committee no later than August 10, 2023 for its consideration and action.

 

/Time Commitment for the Platform Committee and the Platform Drafting Committee

All meetings and teleconferences for the Platform Committee and Platform Drafting Committee will be determined by the Chairman of the Platform Committee, once appointed, and the CRP Chairman. As these meetings are confirmed, members of the Platform Committee and Platform Drafting Committee will be notified. The list below is a general guideline and is subject to change upon confirmation of meeting dates and locations by the committee Chairman and the CRP Chairman.

  • All meetings for the Platform Committee and Platform Drafting Committee will be determined by the Chairman of the Platform Committee, once appointed, and the CRP Chairman.
  • Members of the Platform Drafting Committee should plan to meet in person after the Platform Drafting Committee election is complete on June 12, 2023 and before August 10, 2023, to discuss the draft platforms and amendments submitted by the CRP delegates.

/ Platform Timeline and Important Deadlines

Listed below is a timeline of important dates and deadlines for the platform:

Friday, April 7, 2023: Platform Committee Ballots will be mailed to each CRP Delegate to vote for a Delegate in your Assembly District to be elected to the Platform Committee.

Friday, April 28, 2023: Deadline for Platform Committee ballots to be postmarked and/or returned to CRP.

Monday, May 8, 2023: Election Day: Ballots for the Platform Committee election will be counted. Location – CRP Offices, Sacramento (CRP Bylaws state that the Platform Committee election be complete by May 11, 2023).

Tuesday, May 16, 2023: Platform Drafting Committee Ballots will be mailed to each elected member of the Platform Committee to vote for members of the Platform Drafting Committee. 

Thursday, May 25, 2023: Deadline for proposed platforms to be submitted. Proposed platforms may be submitted by completing the form on the CRP Platform website. Click here to complete the form.

Tuesday, May 30, 2023: Proposed platforms will be posted on the CRP website.

Friday, June 9, 2023: Deadline for Platform Drafting Committee ballots to be postmarked and/or returned to the CRP.

Friday, June 16, 2023: Ballots for Platform Drafting Committee election will be counted. Location – CRP Offices, Sacramento.

Friday, June 16, 2023: Platform Drafting Committee members will be notified of election results.

Monday, June 19, 2023: Deadline for amendments to the proposed platforms to be submitted to the Platform Drafting Committee. Amendments may be submitted by completing the form on the CRP Platform website. Click here to complete the form.

Friday, June 23, 2023: Submitted amendments to the platforms will be posted on the CRP website.

July 2023 (date TBD): Platform Drafting Committee meets. Location – TBD.

Thursday, August 10, 2023: Deadline for Platform Drafting Committee to present an approved draft platform to the Platform Committee

Thursday, September 14, 2023: Deadline to submit ammendments to draft platform. Amendments may be submitted by completing the form on the CRP Platform website. Click here to complete the form.

Saturday, September 16, 2023: Deadline to post amendments to website.

Saturday, September 30, 2023: Platform Committee meets at the CRP Fall Convention. Present a platform to the CRP Delegates. Please note, if a Platform is not presented at the Fall Convention, the Platform Committee must present it to the CRP Delegates at the 2024 Convention.
